(b) A Bill for the purpose of creating a new state in India must be passed by a simple majority in the Parliament. Article 3 is related to“the formation of new states and alteration of areas, boundaries or names of the existing states”. The Parliament has a right over it and the Bill must be passed with the simple majority.
