From the figure the radius is 5 and ordinate of the centre is 4
Substitute the values
(x−h)2+(y−4)2=25
Point (0,4) is the point of circle.
h2=25
h=±5
Equation of the circle is
(x±5)2+(y−4)2=25
x2+y2±10x−8y+16=0
