Time taken to fill the tank =

{\Volume \of \tank}/{\Volume \of \water \flowing \per \minute}

{28×11×25}/{π×1.4×1.4×2.5}

= 500 sec.
So, the tank is completely filled in 500 sec or 8 min and 20 sec.
So,100 percentage of the tank is filled up in 8 minutes 20 seconds.
