Let men $=\mathit{x}$, women $=\mathit{y}$
According to the question,
$\mathit{x}+\mathit{y}=15280$ . . . (i)
Number of men increase by $25\%$
$=\frac{125}{100}\mathit{x}$
Number of women increase by $15\%$
$=\frac{115}{100}\mathit{y}$

$\Rightarrow \frac{25\mathit{x}+23\mathit{y}}{20}=18428$
$\Rightarrow 25\mathit{x}+23\mathit{y}=18428\times 20$ . . . (ii)
Eq. (i) is multiply by $25-$ Eq. (ii), we get
$\Rightarrow 25\mathit{x}+25\mathit{y}-25\mathit{x}-23\mathit{y}$
$=15280\times 25-18428\times 20$
$\Rightarrow 2\mathit{y}=382000-368560$
$\Rightarrow 2\mathit{y}=13440$
$\Rightarrow \mathit{y}=6720$
Put in Eq. (i), we get
$\therefore$ The difference between $\mathit{x}$ and $\mathit{y}$
$=8560-6720=1840$
