The Indian National Congress was formed at the initiative of British civil servant Allan Octavian Hume. In May 1885, he secured the Viceroy’s approval to create an “Indian National Union”, which would act as a platform to voice Indian public opinion. Hume assumed office as the General Secretary when the Congress was founded in Bombay on 28 December 1885.
