Solution:

9 taps one minute's work

=\;{1}/{20}

1 tap's one minute's work

=\;{1}/{180}

Let x taps are used to fill the tank in 15 min.
So,

x × \;{1}/{180}=\;{1}/{15}

⇒ x=\;{180}/{15}=12 {min}

Thus, 12 taps can fill the tank in 15 min.
