(D) In the event of occurrence of any vacancy in the Office of the Chairperson of the State Human Rights Commission, the Governor can authorise one of the members to act as Chairperson in the following two circumstances:
(a) When the office of the Chairman falls vacant; or
(b) When the Chairman is unable to perform his functions due to the absence or some other reason.
