10% of the total voters did not cast their vote.

Always total number is 100%
Calculation:
Let the total number of voters be 100x.
Now, 10% of them did not cast their votes.
So, total number of votes casted is 100x ×

= 90x
Here, the winning candidate obtained 60% of the total votes casted,
So, the number of votes he obtained is 90x ×

= 54x
Remaining votes are (90x – 54x) = 36x
Now, according to the question winner won by 3600 votes i.e.,
So, (54x – 36x) = 3600
⇒ 18x = 3600
⇒ x = 200
So, 90x = 18000
∴ The number of votes cast is 18000.
