This question has not a direct answer. In aqueous NaHCO3 solution some amount of OH– is present, which hydrolyse the CH3COCl to CH3COOH. The CH3COOH thus formed gives out CO2 gas with sodium bicarbonate.
Note: Only Nitro-phenols gives out CO2 with NaHCO3, Not the phenol.
