Recently, Fifteenth Finance Commission chairman N.K. Singh has called for a fresh look at the Constitution’s Seventh Schedule , which forms thebasis for allocating subjects to the Centre and States.
It is necessary to fill an ‘institutional vacuum’ created by the abolition of the Planning Commission.
Rebuilding Trust :
Urging a review of both the Seventh Schedule and Article 282 of the Constitution so as to give more flexibility to States in implementing centrally sponsored schemes , Mr. Singh said these issues needed urgent consideration to reinforce trust in fiscal federalism .
Seventh Schedule :
Division of powers between the Union and the States in terms of List I ( Union List ), List II ( State List ) and List III ( Concurrent List ).
Presently, the Union List contains 98 subjects (originally 97) , the State List contains 59 subjects (originally 66) and the Concurrent List contains 52 subjects (originally 47) .
