The Chairperson of aPanchayat and other members of aPanchayat, whether or not chosenby direct election from territorialconstituencies in the Panchayatarea, shall have the right to vote inthe meetings of the Panchayats.Every Panchayat, unless soonerdissolved under any law for thetime being in force, shall continuefor five years from the dateappointed for its first meeting andno longer. The offices of the Chairpersons in the Panchayats at the village or any other level shall be reserved for the Scheduled Castes, the Scheduled Tribes and women in such a manner as the Legislature of a State may, by law, provide. The Legislature of a State may, by law, make provisions with respect to the maintenance of accounts by the Panchayats and the auditing of such accounts.
