The Governor can promulgate ordinances when the state legislature is not in session. These ordinances must be approved by the state legislature within six weeks from its reassembling. He can also withdraw an ordinance anytime. The Governor’s ordinance–making power is not a discretionary power. This means that he can promulgate or withdraw an ordinance only on the advice of the council of ministers headed by the chief minister.
