The provision of Joint Session of the Houses of the Parliament in India is an enabling provision, empowering the President to take steps for resolving deadlock between the two Houses. It is not obligatory upon the President to summon the Houses to meet in a joint sitting. It is being notified by the President. The Parliament of India is bicameral. Concurrence of both the Houses is required to pass any bill. However, in situations of deadlock between the upper House and the lower House the Constitution of India provides for Joint sittings of both the Houses to break this deadlock. The joint sitting of the Parliament is called by the President and is presided over by the Speaker or, in his absence, by the Deputy Speaker of the Lok Sabha or in his absence, the Deputy-Chairman of the Rajya Sabha.
