Identify the CORRECT statement regarding the Indian Councils Act of 1909/Morley-Minto reforms.

It is commonly known as Morley-Minto reforms after the Secretary of State for India John Morley and the Viceroy of India, the third Earl of Minto.
Lord Minto appointed Satyendra P Sinha as the first Indian member of the Viceroy's Executive Council.
The Act intended to pacify Indians by uniting the different communities and curb the growing tide of nationalism.
According to the Morley-Minto reforms, the Legislative Councils at the centre were to have three categories of members.
