UPSC 2017 CDS II GK Paper

The Annual Financial Statement cannot be introduced first in the Rajya Sabha. Article 112 of the Constitution requires the Government to present to the Parliament a statement of estimated receipts and expenditures in respect of every financial year, from April 1 to March 31. This statement is called the Annual Financial Statement. All the other given items in the question can be introduced in the Rajya Sabha.
