The 12th Five-Year Plan focussed on inclusive growth. All the four, viz., poverty, group inequality, regional imbalance and unemployment were considered as challenges for inclusiveness. The 12th Five-Year Plan 2012-17, as per the draft document released by the Planning Commission, aimed at a growth rate of 8%
