There are provisions in the Constitution of India which empower the Parliament to modify or annul the operation of certain provisions of the Constitution without actually amending them. They include any law made under Article 2 (relating to admission or establishment of new States), any law made under Article 3 (relating to formation of new States) and an amendment of the First Schedule and the Fourth Schedule.Art.4 (b) provides that such a law as aforesaid shall not be deemed to be an amendment for the purposesof Art.368 (constitutional amendment).
