(a) The IX part of the Constitution has the provisions for Panchayati Raj System. Gram Panchayats are the basic units of local administration. It has three levels,viz., Gram Panchayat at village level, Mandal Parishad or Panchayat Samiti at block level,and Zila Parishad at district level. It was incorporated in the Indian Constitution by the ${73}^{\mathit{r}\mathit{d}}$Amendment Act, 1992.
