(a) A joint session of Parliament can be called under Article 108 of the Constitution if the Rajya Sabha fails to adopt a bill passed by the Lok Sabha. The joint sitting of the Parliament is called by the President of India and is presided over by the Speaker or, in his absence, by the Deputy Speaker of the Lok Sabha or, in his absence,by the Deputy Chairman of the Rajya Sabha.
