When an electron is projected in the direction of electric and magnetic field, magnetic field does not produce any effect on the velocity of electron because no force acts on the electron when it is moving in the direction of magnetic field. But an electric force acts on the electron in opposite direction of electric field, hence electron velocity will decrease in magnitude. Therefore, statement I is true.
