Solution:

Let speed of the flow of water be v km/h and rate of sailing of sailer be u km/h.
Then, u + v =

{48}/8

⇒ u + v = 6 ... (i)
and u - v =

{48}/{12}

⇒ u - v = 4 ... (ii)
On solving eqs. (i) and (ii), we get
v = 1 km/h
