In his famousresolution on local self-governmenton May 18, 1882, Riponrecognised the twin considerationsof local government: (i)administrative efficiency and(ii) political education. Hemoved the famousresolution,known as the MagnaCarta of local self-governmentin India, to devolve financialand administrativepowers to the institutions oflocal self-government.
