Solution:

L.C.M. of 18, 36, 45 and 60 = 180
Now,

{ 17 } /{ 18 } = { 17 × 10 }/ { 18 × 10 } = { 170 }/ { 180 }

{ 31 }/ { 36 } = { 31 × 5 } /{ 36 × 5 } = { 155 } /{ 180 }

{ 43 } /{ 45 } = { 43 × 4 } /{ 45 × 4 } = { 172 }/ { 180 }

{ 59 }/ { 60 } = { 59 × 3 }/ { 60 × 3 } = { 177 }/ { 180 }

So,

{ 155 } /{ 180 } < { 170 }/ { 180 } < { 172 }/ { 180 } < { 177 }/ { 180 }

Hence,
