By interchanging the two numbers, check the option,
1) 3 and 4
7 + 8 ÷ 4 × 3 = 13

18.67 = 13 False
2) 8 and 3
7 + 3 ÷ 4 × 8 = 13
7 + 6 = 13
13 = 13 True
Option 2 is correct so, no need to check the other option.
Thus, the correct answer is “8 and 3”.
