Solution:

12 # 168 = 14
⇒

168/12= 14

Similarly,
13 # 78 = 6
⇒

78 /13=6

similarly
1 ≠ 4 = 4
⇒

4/1=4

∴

15 ≠ 165 =165/25= 11
