The subject of reference should be "the critics" since "the sharia court" can't be the subject of "claiming" as "the sharia court" cannot be the doer and thus "the critics" should be made the subject of reference as it can be the doer of an action. And apart from that the option "B" is incorrect as the usage of participle "creating" shows it is the critics which is creating division which is in correct Thus option "c" is the correct option to choose.
