As per the Fourth Schedule to the Constitution of India, the Rajya Sabha was first constituted April 3, 1952. The Rajya Sabha or Council of States is the upper house of the bicameral Parliament of India.
The Rajya Sabha should consist of not more than 250 members- 238 members representing the States and Union Territories and 12 members nominated by the President.
