According to Article 353 of the Indian Constitution, if in the entire country or in any part of it,emergency is declared Under[Article 352(1)], parliament laws about the subjects mentioned in all the lists including state lists for the whole of the country or a part of it. According to Article 249 of the Constitution of India, Rajya Sabha may also pass are solution with a two third majority stating that such subjects have acquired national importance.
