(3) Article 352 of the Indian Constitution proclaims that the President shall not issue a Proclamation of Emergency unless the decision of the Union Cabinet(i.e. the Council consisting of cabinet ministers headed by the Prime Minister under Article 75)regarding the issuance of such a Proclamation has been communicated to him in writing.
