={3^n. 3^3-3^n . 3+3^n}/{2 . 3^n . 3^{-1}}+2^{-1}

={3^3-3+1}/{2 . 3^{-1}}+2^{-1}

={3^4-3^2+3}/2+1/2

={81-9+3}/2+1/2

=76/2=38
