Decrease in export of rice =

12/ 100 × 2,80,000

= 33,600
Decrease in export of jute =

14/100 × 13,20,000

= 1,84,800
Increase in export of sugar =

6/100 × 10,30,000

= 61,800
Net change in exports = 6,18,000 - 33,600 - 18,400 = -1,56,600
Hence, decrease percentage =

{1,56,600} /{48,70,000 }×100

= Decreased by 3.2%
