(b) Let the total number of votes enrolled be x.
Then, number of votes cast = 70% of valid votes = 98% of (70%ofx)
60% of [98% of 70% of x] = 7203

70/100×98/100×60/100×x=7203

x={7203×100×100×100}/{70×98×60}

x= 17500
