The Ashok Mehta Committee was the first to ask for the constitutional recognition to panchayats way back in 1978 . In fact, the Committee drafted a model Bill, which they appended with the report, seeking an amendment of the Constitution along these lines. EMS Namboodiripad, a member of the Committee had gone one step further and asked for the overall restructuring of democratic polity in the country.
