Solution:

The shortest distance is the distance represented by the hypotenuse

∆ {\OAB}

| {\OB}|^{2}=| {\OA}|^{2}+| {\AB}|^{2}=9^{2}+12^{2}

=81+144=225

∴ \;\; | {\OB}|=15
