(B) The Scheduled Castes and the Scheduled Tribes(Prevention of Atrocities) Act,1989, with stringent provisions(which extends to whole of India except the State of Jammu and Kashmir) was enacted on 9 September 1989. Section 23(1) of the Act authorises the Central Government to frame rules for carrying out the purpose of the Act.
