(B) Once a person is notified as SC/ST in any state/UT, they are protected under the SC s and STs (Prevention of Atrocities)Act, 1989, throughout the country, irrespective of whether the particular caste or tribe is notified in the state/UT where the offence is committed. The SC s and ST s (Prevention of Atrocities) Act, 1989 with stringent provisions (which extends to whole of India except the State of Jammu and Kashmir) was enacted on 9 September 1989. Section 23(1) of the Act authorises the Central Government to frame rules for carrying out the purpose of the Act.
