Solution:

(a) Total processing cost for water, for industrial, energy and domestic usage in 2011

25 × 3/10+ 26 × 5/10 + 35 × 2/10

= 7.5 + 13 + 7
=27.5
Total processing cost for above mentioned usage in 2014
=

49 × 3/10 +35 ×5/10 + 30 × 2/10

14.7 + 17.5 + 6
= 38.2
∴ required ratio =

27.5/38.2 = 0.72
