(1) The decentralisation in real sense happened in Indian after enactment of 74th Constitutional Amendment Act. This act provides 3–tier system of governance at ground level i.e Gram panchyat, Panchayat Samiti and zila parishad. Member of Panchayat comittee is elected by the people.
