(1) Chief Minister, Shri Oommen Chandy, on 15 August 2015, declared Kerala to be totally digital State and added that it is the first State in the country to achieve such a distinction. Kerala has achieved 100 percent mobile connectivity, 75 percent e-literacy, maximum digital banking, broadband connectivity upto the Panchayat level, etc..
