In British era, Assam including Sylhet was separated from Bengal to from Assam Chief Commissionership. It was also known as North-East Frontier' with Shillong as capital.
The new commissionership included the five district of Assam, however Cooch behar was left out. Later it was incorporated into the new Province of Eastern Bengal and Assam in 1905.
In 1912 after Partition of Eastern Bengal and Assam, a Separate Assam Province was created.
