(c) During the Operating Phase Students learn to interpret multipliers as 'times as much as' or 'of rather than simply counters of groups, so can think of them as 'operators' that need not be whole numbers. Students also come to see that any number can be thought of as a unit which can be repeated or split up any number of times.
