The first stone move up to some height and then its velocity becomes zero. Now, it move downward and at the level of top of tower, it acquires the same initial velocity u and gravitational acceleration g in downward direction.
The second stone is moving with the same speed u and with downward acceleration g. So, both will have same final velocity when they reach the bottom and hit the ground.
