'Home Charges which referred to the expenditure incurred in England by the Secretary of State on behalf of India. The Home Charges were annually remitted to England "to pay interest on money expended in India on railways and irrigation works and for other purposes of the Government, to pay for stores, charges for effective and non-effective services of British troops on the Indian establishment, furlough and retired pay of Civil and Military-Officers and servants of the Government and other expenditures."
