Bihar has consistently been a revenue surplus state. The revenue surplus has increased from $\mathit{₹}6441$ crore in $2013-14$ to $\mathit{₹}14,823$ crore in $2017-18$, its highest level so far. In the budget estimates of $2018-19,$ the revenue surplus is projected to increase further to $\mathit{₹}21,312$ crore, which is around $44\%$.
