The use of ad hoc Treasury Bills to finance budget deficit has been discontinued with effect from 31st March, 1997. It was a scheme of Ways and Means Advances (WMA) by Reserve Bank of India to Government of India (GOI) introduced to accommodate temporary mismatches in Government receipts and payments.
