The joint sitting of the two houses of Indian Parliament is presided over by the speaker of the Lok Sabha and in his absence it can be presided over by the deputy speaker of the Lok Sabha.
It is clear that Chairman of Rajya Sabha does not preside over a joint sitting as he is not a member of either house of Parliament.
