2001 :

{1432-1210}/1210×100%=18.3%

2002 :

{1541-1432}/1432×100%=7.6%

2003 : Decrease
2004 :

{1337-1274}/1274=4.9%

Note : This can be answered even without exact calculation. In 2001, not only increase is maximum (i.e., 222) but its base value i.e., 1210 for calculating % is also the lowest. Hence % growth is highest in 2001.
