Salaries of ' $\mathit{A}$ ' and ' $\mathit{B}$ ' are in the ratio $2:3$. If the salary of one of them is increased by Rs. 4000 , then the salary of the other is decreased by Rs. 4000 , then the ratio becomes $5:7$. Then, whose salary is decreased and what was his original salary?
