Dilute Hydrochloric acid is a strong acid and has more number Hydrogen ions where as acetic acid is a weak acid and has less number of Hydrogen ions. Conductivity depends on the number of mobile/free ions. So $\mathrm{HCl}$ better in conductivity than acetic acid.
