From law of mass action,

n_i^2=n_e × n_h

or,

(1.2 × 10^{15}) ^2=n_e × 4 × 10^{20}

or,

\;n_e=(0.3 × 1.2) × 10^{10}

∴

\;n_e=3.6 × 10^9 {\m}^{-3}
